Dear Jaff, You did not mention your locality and type of restaurant. So, I can give a general Idea. Start with the taste of your people. What are the things the people of your locality like most. Then see the level of competition in your area. Then think that how can you prove yourself better then competition. Through your product quality, taste, quality of service, or simply by price. Analyze two things, No1) What you can give No 2) would it be valuable for your customers?, brainstorm, and find out some points or even a single point which could differentiate you from competition and could attract customers. Then start propagating your one single best point through Local radio, Brouchers, Cable TV, Newspapers etc. An excellent activity would be to publish coupons with pictures of all your food items and their discounted prices and distribute them in shopping malls, homes and universities. You can also arrange some stalls to give free sample and to sell discounted food near universities and public places for one day or two. You can also start giving free guifts to customers. Establish quick delivery system because people never like to wait for meal very much. Do not let your customers get bored, the time you are preparing their orders, provide your customers suitable entertainment or even a video presentation about your food items. With every order, give a small sample of some other food to promote your different items. Remember, never hesitate in spending money on your customers and on your good employees. thousands of dollars you would spend today would earn billions of dollars tomorrow. So, attract the best employees and deliver thge best things to your customers. Attract your customers bvy every possible mean, and when a customer enters your restaurant, make sure top provide him the best service and food so that he may come back and he may tell his other friends also. It would depend on the type of restaurant. But if it wasn't high end, I would go to the business's in my area once I had my menu developed and give them a copy along with a coupon (free drink just for coming by) to get them to you. Depending on your funds, you might have a local radio station do a remote from your location to get more exposure.
Providing great food with awesome service is the best form of marketing and a way to increase your sales. As chauvinistic as it sounds, hiring good looking girls doesn't hurt

Word of mouth is definitely a good way to go...One thing you could do (depending on the location of the restaurant) is to stand outside and offer free samples. Also just to get your foot in the door, you might want to underbid other places on catering gigs. The key is to get as many people to try your food as possible. If it's good enough, they'll keep coming back.
Also, I'm not a restaurant expert, but in my opinion, atmosphere attracts customers almost as much as the food. Of course, the main thing is having good food.
