I agree with the other answers but SEO is not the only thing to consider. When people hear the domain its a problem because 4 is often misinterpreted as well as u (you). Think about networking with people and mentioning the domain to someone:
"Is that the number 4 or spelled out four?"
"Is that the letter u or you?"
Its just not as sticky in this sense.
Also, a lot of spammy sites have numbers in the url, so the algorithm could take this negatively, but I have no evidence to support that, just kind of a gut feeling.

They are probably both the same. People will neither search for the words "all" nor "4u", so the domain names are the same. |

With "police jobs" being your main key phrase, if you only had #1 to work with you would be fine. However, since you have a choice and since more relevance is given to domains with the keyword or key phrase within the first few words than #2 would have a slight edge because it starts with your chosen key phrase. Again, nothing to get too hung up on. Either would work just fine but #2 is the slight favorite due to positioning of the keyword within the domain.
1 exception. If #1 happened to be an aged domain (1,2,3 years old or older) I would definitely go with the aged domain. Aged domains give you a boost in authority. It shows longevity. Since the search engines like to return the most authoritative and relevant results than an aged domain would outshine a new domain providing all other SEO factors are the same.
So, If both domains are the same age then go with #2.
