Yes, of course. Every office has at least one jerk that has to make everything a pain, or is just stupid, or is inconsiderate, etc. You handle them by dealing with them as little as possible.

Yes I am afraid to say. Peoples motives vary and unfortunately there are office morons who have ulterior motives. They are in all walks of life and will take advantage if they can. If one is causing problems report them straight away to your boss or supervisor. An office pest can cause the company great embarrassment and usually they wont tolerate it if they find out.
