Canada and the US have very good international and trade relations so not only is it NOT illegal, it's also not going to cause any sort of issue in customs or hold up your package.
I live in Detroit...right on the border...and you can see both American and Canadian flags being flown right on either side of the border. Canadians are cool...don't sweat it. :) |

Not sure what type of packaging you are speaking about, so I am going to presume it is of some product you produce and/or sell and if that is the case, I have to ask you why you would want to do that in the first place.
Focus your packaging towards the customer your are dealing with and if it will benefit them, then by all means use your flag, just keep in mind that as many would stand and salute the American flag, there are others who would burn it if given the chance. |

Of course you can but remember, if you go to the heart of Montreal, Do Not wear a packpack of you want to pickup. Girls are very snobby towards tourists from other parts of Canada and most of the US! Completely legal though! |

For 49.5% of Quebecers (at last count), the CANADIAN flag is a foreign flag. Please feel free to put your American flag wherever you like, just don't expect too many people to salute.
Personally I think its time to end the Can-US family squabble and go back to recognizing that we are brother nations. We'll stop being the bratty little brother if you stop bullying us. |

I'm assuming you're using a sticker and not attaching an actual flag. So of course you can put a sticker on it of whatever you want. |

Is it for retail? If it is, the contents have to have a French translation.
And, the customs will probably give it a more closer inspection (i.e. open it and haph-hazardly close it).
Of course, out of context of your reasoning to want to place one, I don't really see the point of doing that though. |
