Some 13 year olds do babysit children other than their siblings.
The main issue would be the level of your maturity.
I believe your parents would be a better judge of that than I would.
Maybe you could ask your Mom to be available to help you if needed, that is if you have some child in mind to babysit.
That would be a great way to get started, and give the parent of the child you were watching the peace of mind knowing your Mom was there for "backup".
Discuss it further with your parents, and see what tips they can give you.

i wouldn't trust a 13 year old with my kid. do you have your CPR certificate? references that AREN'T your parents?
some people trust 13 year olds. i wouldn't. you can't drive if needed, and you are still really young.
