Hi There, Not exactly sure what type of site nor how big you want to go. There are several free & low cost resources on the web to get started. I've listed a few below.
TemplateMonster

They offer 1,000s of low costs website templates that are pretty turnkey. You can query to find one that meets your needs. Most the templates are $100 dollars. If you do not have any web experience you'll likely need to find someone to help you set-up the hosting, etc. If the person is experienced it should only take them a couple hours. You can find someone on Craigslist anywhere from $15-40 dollars an hour. I would not pay more.

This is another good resource. May be overkill for what you're looking to do/understand but worth looking it up. I'd also just do some search queries in Yahoo & Google, there's tons of great resources & articles.
Web Hosting
Once you found a template or have a site, you'll need hosting. There are several services out there that provide cheap hosting for about $6.00-$9.00 a month. Research them online and read the customer reviews. A few are listed here.

Someone sort of mentioned this but to elaborate further. Once you've created an account/profile you can set up a fan "page" or a "group" which you can then promote and have people subscribe to and depending on the rules you create others can post comments, pics, media files, etc.
If you are looking for something more sophisticated http://mosugar.com/ has significant experience in creating microsites as well as full on websites with various features and functionality. As well as experience in generating traffic and scaling an audience for your website/business. You can forward questions via the form on the site if you have anything general with no obligation. Well you have to pay for your ip so insted of www.freewebs.mysite.com it will be mysite.com its roughly $7 a month
to keep the cost down you could look into adsence and make money off of your website traffic and make around 3c per ad clicked with other people.
From there you need to know how to actualy make the website. Primarily you make a website with HTML Javascript and or flash.
For an example of these codes on this very webpage you can see one. Look under your adress bar look for the "page" icon, click it and hit view source. Then a window should pop up showing you the code needed to make the page.
Just a little warning most codes found on websites are copywright so jsut like a paper do not copy a website.
Ok now you need to learn a code. Javascript is the most used code but I find HTML easier even though you don;t have as many capabilitys. They have 400 page books for these codes like HTML for dummies (on of my favorites). You can also google tutorials for these codes and so on.
Once you have your site and your code you can make your website into what ever you want.
