The layout is okay, but there is definately room for improvement. For instance, I wouldn't use frames because most people find them very annoying. I realize it's a lot more convinient, but it's not as nice to look at.
The animations (Flash, is it?) are a tad bit annoying too. They happen far too often and distract from the actual content of your site.
In the heading, where it says: "Web Hosting Very Cheap" I'd reverse the last two words with the first to say: "Very Cheap Web Hosting". Call me a Grammar Nazi, but I personally find that so much easier to read.
I'd also suggest switching from HTML to something more dynamic like PHP. This way, you'd be able to modify the layout easily (I'm supposing that's why you use frames?) and ditch the whole frames layout.
I'd also suggest instead of showing A SCREENSHOT of the CPANEL, you offer a demo version of it. That way, people can test it out, not just see it. And, not only is it of low quality, it also takes a while to load (for me, anwyays).
I cannot judge the prices because I have nothing to compare it against.

BTW: I checked out your coding and it's very erratic. For example, all your frames aren't even IN the <body> tag! It's actually in between the <head> and <body> tags, which isn't proper, even though, apparently, it works. |
