WordTracker pulls stats from a number of search engines and can provide a real good idea of which search terms are most popular
According to WordTracker the following numbers of searches are performed daily for search phrases including the term foster care
352 foster care
41 foster care statistics
22 foster care problems
15 adopting through foster care
You would have a better idea of what terms might be used than I would. Run some of your best guesses through WordTracker and see which are in fact more popular.

Try doing some keyword research. Try the SEO Book tool. If you enter in a term like "child adoption" it will return other like terms and show you how many times it is searched each day so you can make some valuable keyword selections.

Search engines are not the only way to drive traffic. Try advertising in some PTR site. Dont go for well established sites, that will cost u a lot.. go for sites which has been launched recently like http://earn121.tk , the cost will be less and the result, good traffic.
