Yes, 4x6 qualifies for postcard rate (26 cent stamps) anything larger you must use the 41 cent stamp.
additionally, don't put any text or graphics along the bottom 5/8 inch of the card ( on the address side). This is the area the post office will use to imprint their own bar code.

Create 4-1/4" x 6" postcards or 5-1/2" x 8-1/2" letter-rate card.

Yes you can use 4x6 index cards.The size dimension's of a postcard are no smaller than 3 1/2 x 5 or no larger than 4 1/4 x 6 to qualify as a mailable postcard.

As always, the post office has the final decision but, yes 4" x 6" falls within their specifications. However, they must also be at least .007"(seven thousandths) thick and not more than .016"(sixteen thousandths) thick.
