it would be better to tri-fold them and use some of that sticky gel stuff to hold it closed. People in general dont want to to waste time opening an envelope if they know it is just an advertisement.

The envelopes will cost you money and so wioll stuffing and sealing them. If you can address the flyers directly I would go that route. Don't expect more than a 2% response rate if you are lucky.

It depends what language is on the flyer and what will be on the envelope. You could do a test. Send some in an envelope and some by themselves. See who contacts you. I've seen envelopes that are very plain and it entices me to open them.

Depends. You might want to talk to your local post office to see what would be most cost effective. And if you can, stay away from bulk mail, it's a pain in the neck.

You'd be better off mailing the flyers themselves as an envelope will simply be another barrier to people seeing your ad. The less that you have in the way of them seeing your message the better. The exception to this is if you have something really strong and catchy that you can put on your envelope that will encourage people to open it and want to read your information.
Talk to the Post Office - they have all kinds of creative ways to help you to save money on your mailing, including sizes and sorting that can affect the cost.
It's unlikely that they will no post whatever you're asking them to - they'll mail pretty much anything that you can put a stamp on.
