There is a simple enough tool .. to do that called PHP BB forums.. which is a free open source forum software.. i thas most of the features that you want .... and others too ...
even sites like www.yoga.com and other big companies use them.
IF you know WORDPRESS (Free blogging software) it also has an option of free forum software which is cool too but its simpler than the previous one.

I think that you should first set up your website with the basic's of what you are trying to achieve, maybe a free one and see if there is really any interest, you say you want to set up one about animals, what do you mean by that, have you checked to see if there isnt one or more already that do what you want to do. Alot of expense setting up website to do all that, well alot of time anyway. Cant you setup forums or groups which would be a great start in Yahoo... that maybe a great option to start with.
