Absolutely. There's a relatively new occupation called Search Engine Optimizer that focuses on finding ways to get a company's Web site or promotional site at the top of a search result.
Not at all. Google does not take money from anyone and even if they did they cannot place a site over another on the SERP's. That will corrupt their algorithm.
But yes, companies can pay them to get into the "Sponsored Results" targeting particular keywords. These results appear in the coloured ad space above or on the right hand side of the search results.
But no site can buy the top slots in the natural listing of the SERPs unless ofcourse using excellent SEO methods.

Major, major money. I understand some of the top financial sites are in the $20,000 - $50,000 range, per month. Many scam companies claim to be able to get you high on the list. Beware.
