I think some stores are 'boutique' shops and can specialize in a niche market and do not need to carry plus sizes. However, I do think dept stores should carry plus sizes as well as Petite's. But ultimately, it will depend on whether the plus size clothes will bring a profit.

Why should a store be forced to carry an item it doesn't want to? There are dedicated stores that cater for larger people (both waistline, bust and height).
For any budding entrepreneurs, there are always niche markets that can be filled... just make sure you do your homework and make a quality product!
