Seems to be a conflict here. If you want to market high-end designed websites you are going to have to invest some money in marketing. You have to know your market. If you advertise for free you are going to get people who want free or cheap. That said,
There are many free or cheap classified ad sites on the web. Also you can do a search of high end websites that have associated content and you can pay to advertise on the site. Just type in relevant search words and also for free advertising type in free classifieds in a search engine.
