There are so many free site providers and these all offer free website builders.
I like GooglePages personally. You can set up up to five sites with GooglePages and it really easy. They have some designs that are kind of fun too!
But you can also check out Yahoo! Geocities, Lycos Tripod, Awardspace, FreeHostia. There are just so many!
Don't download anything, your site provider will provide this for you.
Depending on what your site is for, you might want to consider a blog if it is for personal use. In that case use WordPress.

well if you want your website to start with the name of the site and /----- what ever you want in the ------ then go to www.freewebs.com ive used this alot and it hels alot because there is a tool bar next to you when you are working and its very helpful. Sometimes they have a video that shows you how to do it step by step. Very easy to follow and the website if done correctly comes out nice.
