Depends....if you want to actually makes some serious money. NO. You generally need to spend money to make money. Have fun on craigslist if you want....most businesses on there are viewed as shady and crooked....because they are.
Honestly, would you spend money somewhere that can't afford a solid $50 bucks a month or so to market their business on an online directory or search engine? I wouldn't, because that would show me that they don't understand even the most fundamental aspects of business.
