As other answerers have said, it is for FACT. Previous ads have included the "You wouldn't steal..." ads where piracy is aligned with car theft, shoplifting etc, but it was seen as too alarmist (brilliantly sent up in the IT Crowd - series 2) and also the fact is that with so many films glorifying crime people actually felt daring buying them (and everyone seemed to ignore the human trafficking involved in pirate DVD sales in the UK). And for those people buying Region 1 DVDs, FACT ads seemed tame in comparison to the FBI ads on the front of US films.
So, instead, FACT has gone the "Knock Off Nigel" route, effectively encouraging people to feel like a cheapskate if they buy knockoff DVDs which plays on the "shame" factor which still ressonates so well in the UK.
