It depends.....I sell cars which people sometimes have different ideas on how they should be described. I had a guy buy a 22 yr old car with over 200K on it that didn't even run. He left me negative feedback because when I said there was a "minor bump" on the rear, he didn't expect to see a 1/2" crack in the paint where the bump was even though he sent his son to see it before bidding. Oh well, long story.....New items, either one......Used items where there could be a complaint from difference of opinion about condition, buyer. |

Usually the buyer. That is to tell the seller the item is received.
When the seller leaves it first he usually says something like quick payment, thank you. Also a seller would leave a feedback first either to hope for a positive feedback quickly, or because there are just so many feedbacks to leave he doesn't care who is who, that's when transactions are going pretty smoothly all the time. |

There is no standard way of doing it.
If I'm selling, I leave appropriate fb after I have been paid.
If I'm buying, I leave appropriate fb after I receive the item.
It doesn't matter to me when (or if) the other party leaves fb.
Feedback is not required. |

Actually, either one can. But most sellers wait on the buyers to leave feedback first so IF they get negative feedback, they can leave the same for the buyer (if it is unjustified) and then they can reply to the negative feedback they were left. If it was justified, they can explain why.
EDIT: If you are going to be using eBay frequently, feedback is VERY important. It says how reliable you are. It is your reputation on eBay.

if you are the buyer, when you recieve the item and all is well, then you go first.
if you are the seller and the buyer pays you promptly then you you go first.

Normally the seller will wait for the buyer to leave feedback first. It would be silly for the seller to leave feedback first since they don't know if they buyer is happy with the items or not. |

Here are some things to think about:
First, it depends on what actions you consider to be part of the sale. Many people consider the purchasing part to be the whole transaction, but if the buyer is unhappy AFTER the purchase, the transaction really isn't complete if further communication and action is needed with the seller to resolve the issue(s). After all, what do people comment about when they leave negative feedback? The aftersale experience (item quality, long shipping time, bad packaging, etc). What do most people comment about when they leave positive feedback? The aftersale experience (item quality, fast shipping, great packing, etc).
Pragmatically, a buyer leaving feedback is usually the ONLY way a seller knows that the transaction is complete based upon what the buyer thinks of the transaction. I've seen many instances where a buyer was not happy with the transaction and chose to leave negative feedback instead of contacting the seller to make things right. If the seller left positive feedback first, there's nothing more a seller can do to make other ebayers know the buyer didn't treat the transaction fairly.
Second, feedback is optional although many ebayers feel obligated to do so. However, many take feedback very personally and will "retaliate" if they (this applies to both sellers and buyers) don't feel the transaction went the way THEY think it should have gone. Which can lead to feedback abuse, extortion and manipulation, which ebay does address. |

My firm belief is that after you have paid for the item, your responsibility is done and the seller you purchased from should leave feedback, BUT, anyone that uses eBay knows that sellers manipulate the situation by stating: leave me feedback when you receive item so I know you are satisfied.
I tell them, no, I dont leave any feedback if the seller doesnt leave feedback first. That usually irks them but they know full well where I am coming from. |
