Going through old files. Interest rates were much higher a few years ago and a lot of the people with 10% interest rates may be interested in refinancing considering they wouldn't have to add that many more years to their mortgage. Assuming you're in the mortgage business, that is.
And I know that it's difficult, but cold calling works as well. Sending out inexpensive flyers works, too.

I am am a loan officer. There are 4-5 things that you can get leads. Currently purchasing leads from a lead generator is popular. They are sort of expensive though.

Another way is through referrals, getting others that know people that want loans.

One other way is go through your dead file of clients that you helped before to see if they want to refinance or move up and purchase another home, or need a 2nd mortgage. You might also find out from them if they have a referral for you.

I do what is called farming along time real estate agent way of attracting clients. Now to do this will take you awhile but it will build you a business that you can mmove from brokerage firm to brokerage firm.

Select an area that you would like to work. In my opinion you need an area that have a minimum of 2000 houses, that are mostly owner occupied. Once you have identified the area in which you want to work you can either call your title company to secure the names and correct addresses of these individuals residing in these houses you have selected. Now at this point you have to see what and how much you want to put into marketing. The cheap way is to make a flyer, introducing yourself as the appointed loan officer for that area, with your name telephone numbers office, cell and home number if you want to use it, the name of your company. Say something about yourself, a little about the loan products you are offering without geting into rates. I would put three major topics on the flyer Introduction, Refinace, Buying a home, Getting out of foreclosure, Referrals offering them some type of reward for referring their friends to you, and a little about credit scores and if you do sub-prime loans.

Once you have decided what you want to put into your flyer, then make a decision as to how you want to deliver the flyer. The best way is by mail. You may go to the post office and get a bulk mailing stamp very cost effective. The post officer will explain everything in detail to you as to what to do. You may walk the area and place them on the doors with rubber bands,or hire some kids to do this for you, this is the cheapest way. The other way is to hire a professional flyer delivery company that work the area you have selected to deliver your flyers. You may look in the telephone book for pros that will do this type work on you behalf.

In order for the flyers to be effective you must do this at least 3 months in a row. After which, I would then go to a type of monthly newsletter.

You should also go into the local commercial shops in and around your area to see if you can place your flyers in their store. You can buy the holders at Staples or Office Depot. They are pretty cheap.

This will cause you to get a few clients, and you have to build off that, but do it in the same area on a monthly basis, Soon your clients will begin to trust you, offer a few referrals as since you are the only one putting out a flyer each month.

Don't get suckered into buying leads from the muppets who call you everyday. Only marginal bet is Lending Tree. Otherwise, put key in car, drive car to Realtor's office, make sales call.
