Do a search for "graphic design portfolio"...you'll hit on websites that you wouldn't find under usual circumstances. Browse and ask individuals what they would be willing to do and for what price.
You could also place an ad at www.craigslist.com. I check there regularly for work, and I know I am not the only one who does so :). I believe listing an ad or help wanted is free.
Word to the wise, though...you get what you pay for, and website design is not cheap. If you are looking to build a site, do a search for website desgn. Lots of sites are available for individuals to create their own sites with existing templates, and they look hghly professional. Then you could leave a larger budget for logo design, and get one that will serve you well for years to come.
