Hello,
It sounds like you are like me and don't have any website building experience. I didn't have a clue. I signed up with SBI in November and with their video tutorials and action guide, I have step by step built a really nice site (if I do say so myself) of over 200 pages. =) My site is http://www.chocolate-candy-mall.com if you want to see what I've done so far.
SBI is not free. It cost me $299 for the year, which included absolutely everything I needed from the training to the hosting to the software to stuff I don't even use yet... I am more than pleased with my investment. If you are wanting to use your website as a way of starting your own online business then I would HIGHLY recommend you make the investment too. They offer a money back guarantee if you want to cancel, but I have no idea why someone would. It really is a really great system.

Create it completely by hand using HTML, the programming language used to build web pages (i.e. you could pick up some HTML knowledge through Introduction to HTML).
Making web sites are fairly easy. With a good "What You See Is What You Get" software and ready-to-use content, any beginner can create a simple web site in less than a day, or even less than an hour.
You could also use some professional software such as FrontPage or Dreamweaver. Alternatively, you could use other relative easy web creator software to create web pages in minutes, even without any HTML experience or a technical background through NVU website. Download the application free, install it, go through their quick tutorial and you will be able to setup your website in minutes.
You could also engage a web site company/designer, who can build not only a professional-looking and functional web site but also a powerful traffic puller, to set up your initial web site and provide the maintenance. Don't work with a company or designer who retains copyrights, whose real designs are making you dependent upon them. Find someone who understands your mid-term goals to bring web site maintenance in-house.
OR
You could buy the web templates for your web pages. However, you will need to know how to integrate into your pages with these designs.
