You find websites that you like and trade links with them. You can also buy reciprocal links (via text-link-ads.com) or other link ad sites...just search Google, and you'll find these services. I think trading links is the best bet though.

Only way to get genuine backlinks is to create excellent posts/articles, Articles that people will love being associated to, so they will automatically link. It's my experience.

Whoever warned you to stay away from 'link farms' were spot on! It is not about quantity, it is about quality. 10 really good links from good sites are better than 50 links from bad link farm sites. If you have a good product, people will want to link to you naturally. However, to speed things up a bit, it is a good idea to do link exchanges with people, but only if their site will benefit your users as well as theirs. It is always an idea to put their link up fist, to show that you are serious and are not just trying to get lots of inbound links.
