if you want to promote your site for a local area. i would suggest that u do alot more off-line marketing
things like
- t-shirts
- business cards
- bumper stickers
- local advertising in newspapers
- write press releases for local news
there are also lots of restaurant portals with geographical filters online... include your restaurant in those
there are also alot of business directories online so consider placing your links in those.... also look up your local chamber of commerce
again i would suggest more off line because ur wanting to go local but they are my suggestions

Hi there,
Get in touch (Telephone preferrably and follow it up with an email) with local unlrelated but complementary business, local and near to your business. Make sure your web address is on every single sheet of paper and advertisement material you have, make sure everyone knows your web address. Adwords is expensive and doesnt work for everyone. Try advertising offline also, and remember to put your web address there again.
