Search engine optimization (SEO) is your starting point for getting traffic. After all, Google has to "like" your web pages, and people have to be able to find them. All SEO means is making your pages human and Google friendly.
Your website needs SEO friendly search engines. The first criterion (often overlooked) is to have great content! Your goal is to build traffic. Why would anyone even want to come to your website if there's nothing interesting there to see?

Article marketing and blogging. It's free. Try Squidoo, Hub Pages, Ezine Articles, etc. You can put links in the resource box pointing to your site.
Your site is good, but I would add more content that maybe gives some tips or whatever. People love freebees. |

I think Google Adwords is the best way to drive traffic. It's not free, it will cost some money. But you can easily cap your spending with the "daily budget" feature. Here are the reasons I like Adwords...
1) Google Adwords will start sending your website traffic immediately. You don't have to wait to appear on organic search results.
2) Google will help you every step of the way. Google makes money by you participating in Adwords and wants you to succeed.
3) Adwords is the most powerful internet marketing tool currently on the internet. Adwords is a step (or two) above Yahoo Search Marketing
4) Most adwords campaigns are poorly maintained, making it possible for you get targeted traffic using the right strategy.
5) You can control the cost of Adwords with the proper strategy.

Second, your website needs some work...
a) people don't buy products or services, they will buy a solution to a problem they are having. All your home page does at the moment is talk about your business. Instead, to describe and demonstrate a problem that your potential customers will have, like needing payroll services (either offer free them from the burden of doing themselves or promise to do it better and cheaper than what they are using). Then sell a solution to the problem you just described (or created).
Basically put yourself in the shoes of your potential customer and ask yourself what would be an appealing website?
b) people tend to buy products or services from other people, not nameless websites. Describe yourself some on your website, like an "about" page. Describe your employees. Talk about the history of your company. Try to develope a rapport with the customer so that they'll feel comfortable with you personally are your company, and that's makes them more willing to buy.
c) The website is unappealing. Get rid of the wavy line background image and stick with a white background, perhaps with a margin image (like yahoo answers). Google "website template" and see if you can find a better look for your website.

i would firstly suggest re-design your webpage.... go to a website like http://www.templatemonster.com where you can buy web templates you can use.. they have a multitude of categories and will have business related ones for you
as for generating traffic to your site... i would suggest starting a blog.. google loves fresh content so give it what it wants... provide free info on bookkeeping.. use the blog as the hub of your overall online marketing strategy..

I can show you how I get alot of traffic to my website. Depends what you mean little to no money. With little to know money you won't get alot unless you do alot of work like ad posting but again with no money you might only be able to post 2-3 ads per free site. Email me if you want a list of free ad spots cause I know plenty. To get potential buyers and alot of viewers to my sites I use both of these tools combined. It works very well. View both websites fully and contact me if you have any questions but these tools WILL fix your issue of having no traffic to your website.
