BBB is ok although it takes dozens of complaints before anything gets done. www.ripoffreport.com is good too.
Depending on what they did I would talk to your bank or Credit Card company, they can get things done at a much larger scale if this company did something illegal to rip you off.

Try reporting the site (filing a report) with the BBB (BBB.org). They offer dispute mediation and a business's BBB rating can mean a lot to their consumers. Also...write a letter to the company itself and any "parent" companies that it may represent.

You need to find out what country the site is located in, and contact the Secretary of State for that country, or your country's embassy in that country. Write your evidence in your email. The various embassies and Secretaries can easily be found on Google. Good luck!
