First of all you need to know who your customers are. How are they going to find you? Search engines? What method of promotion are you going to use?
Then host your site on a domain name from godaddy.com
Create content and useful information for your website visitors. Give them what they want.

Dear sir/madam,
There are several different things that need to be done.
1.Please determine your target market. Ask yourself what your website is concentrating on? By determining your target market, it would be easier for you to publicize the website. By doing this you would not put your advertisement to the wrong market. For instance, if your website is concentrating on gardening you would not want to advertise your website in the automotive media, wouldn’t you?
2.Research your competitors. Determine all the other websites which might concentrate on the same topic with yours. Identify their weaknesses and strengths. Determine your weaknesses and strengths compared to their websites. Your strengths could be the selling point of your websites. Do not be afraid to tell the world about your strengths. Having understood their weaknesses, try to overcome those weaknesses in your website. Therefore, your website will be better than theirs. =)
3.Go to all the online forums like Yahoo!Answers and try to publicize your website in that forum. This is actually a good publicity since it is all available for free. In Yahoo!Answers you could answer all the questions which are closely connected to your website concentration.
4.Create a communication forum in your website. Customers are always happy to be given a chance to be proactive. They might have something interesting to be shared to the world. Why not your website? =)
5.Create an article to be submitted to the print media with the topic closely connected to your website concentration. Leave your website address in that article.
6.Make sure you provide quality publicity not quantity.
7.Just do it!!!
