I have sent out many resumes and I haven't had any luck. What are they looking for besides a degree and experience?
First decide exactly what you want to do at an agency and then focus on that exact role as a way in the door. David ogilvy has a great chapter in his book Ogilvy on Advertising. In this book there is a chapter called jobs in advertising. That will outline all the opportunities for you.

Two things that I look for when hiring: Fit and Accomplishments. It doesn't matter much if you have ten degrees with honors all if you haven't actually done something with the education. your resume needs to be full of results, applications, accomplishments. Your cover letter is the opening to exposing the personality behind the resume. It is more important to make sure a new hire will work well with the already established team than it is to bring in a high results and accomplishment person who is going to cause turmoil with the existing team. Make your cover letter tell the story of how you fit in to the organization, how you can pickup the dynamics of the group and make yourself a valuable member of the team.

It depends. Do you know someone who knows another person who works in an advertising agency? If you don't, then keep on sending out resumes. It is not what you know, but WHO you know that will land you a job. I am temping myself and I don't know anyone who wants to hire a general office clerk.

First develop a really arrogant attitude. Then get a few really obscure quotes (preferably in latin) to spill at an interview. Have a quick look on some eighties pop group websites, and dress like those guys, only more so. Then just walk in to reception one day and say you're there for the interview. Quote the presidents name when they ask who with; they're always available online - never actually in the office).That's what I did, and seven years later I left to set up my own business. Now the ad agency is both my client and my ad agency... Go figure.
Say you do predictive data work - or market segmentation. Better still, say you've just finished a project on predictive analytics in modern consumerism. (I don't know either - and they sure as hell wont).
Oh, and no - I had no experience, and no degree. I was thrown out of school at 16.
