It seems like you're marketing locally, so don't concentrate on the web. Yes, a website is good to have for my answer below, but I think direct mail advertising is the way to go. Send postcards to the zip codes around your area. Visit this site:

Go to local photo labs and camera shops and see if they would be willing to put some flyers on their counter. Make up flyers that give their customers an extra 10% off the normal price.
Go to wedding photographers and wedding planners and see if you could work out a deal with them too.
Also try fureral homes. I saw one of these done at a relatives funeral and it was nice.

The internet is by far the best forum to get your business "out there" now, I would look into buying maybe a small banner on top sites like google or yahoo...Look into it, im sure its possible.
Another way isto go to sites with forums, register for the forum and post adds in there. |

Have you thought about pay per click programs? The two biggest, I think, are Yahoo! and Google
A few free resources – check out the sources box for links:
1) Create a blog pertaining to your field
2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!
3) Write articles pertaining to your field and/or expertise.
4) Advertise on Craiglist
Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.
