How do I get started with link building in SEO?

I need to build 40+ links on page rank 5+ websites, The links to confirm the following
1. No link exchanges, static links only.
2. All links must be permanent from individual related website.
3. No more than 20 outbound links per page.
4. No link farms, link-exchange programs

Please let me know how do I get started with link building?

I would say you have got your priorities right, now you need to get the keywords for which you want to build links. Once you have compiled the list, Google for your keywords with "keywords+links" without the quotation and you would get pages where websites related with those keywords are accepting links and based on your priority if they meet your requirement and closely monitor your submission and see if you get accepted. You might not get free links all the time because you are targeting high pr links, i think what you should do look for blogs who allow top commentator positions which are restricted to normally 5 or 10 and this would add valuable links pointing to your website for providing valuable input on these blogs.

The best and only way to do this is to approach the webmasters of relevant sites.

Download the google toolbar and it will show you the PR of every site you visit. Search our relevant sites and blogs and approach each webmaster. Your probably only going to get 1 link for every 50 approaches but the alternative is to pay big bucks
