This does not have a simple answer, but here goes.
Make sure your overall content matches the phrases people will tend to use when searching for your site. If you are not sure about this, then think about why you want a site in the first place. Also do a search on the engines for the type of phrases you think will be used. Look at the top 10 sites and see what they are doing to get good rankings.
Get as many other sites to link to your site as you can, but be sure to ask sites that have similar, or related content to yours. Pointless asking a travel site to link to your DIY site, if you know what I mean.
Name your pages with meaningful and related names so the content is similar to the page name : (DIY site example - wooden_bench.htm for a page that shows how to assemble/make a wooden bench). Make sure the page Title has relavance to the content and make sure that the meta decsription has a good synopsis and contains the keywords you are targeting for,
Submit your new site to the big 3 search engines, Google, Yahoo and Live (formerly MSN) once only. Do NOT try and submit it on a regular basis, you will not get any benefit from that, in fact you could even get penalized.

You should be able to analyze a few factors first before actually seeing people visiting your site.
These factors include:
- audience/target market
- your competitors
- web content
- web usabilty
Traffic basically depends on your web contents. If you have unique and good contents, then you could make people visit your site. Not to mention too, search engines will index your site even without any efforts from you.
But of course, you have to also do some web marketing and SEO stuff. This is also crucial to building your traffic.
You have to remember that traffic is not done intstantly. You gave to be patient and hardworking in order to see the results.
