There are free ways, yes. Plenty of them!
craigslist is one interesting one I found recently.
A lot of mlm people go for solo ads in ezines. There are ways of doing this successfully. I'm not saying it's the only way but it is one.
For something like Avon I would look at ezines that are not business related and aim to find customers first in ezines that semi-relate to your business. That way there is less competition.
A good ezine directory can help.
