first you need to create and buy a domain name eg www.sweets4sale.com then you need to find somewhere to host it.
just google "domain names" and "website hosting"
2nd to make the actual website it self you need something like dreamweaver cs3, be warned it cost over $500, be warned 2: dont get the "educational" or "Academy" versions they might be cheaper but they wont let you upload the website you have created

If you don't have any money to pay for a $2500 web site, just ask for volunteers to do it for you for free. You can go to local colleges and ask web designers to work on it as a college project and get credit for creating a cool web site. You can also go to high school and ask the computer club for volunteers and they can do it for free. You may hold a web site development contest and give the winner a box of your delicious chocolate. Or you can ask Nathan w. to do it for you for free. He said at Yahoo answer that he wanted to do a (free??) web site project and was asking for a cool project. You need to connect with him.
