There are plenty of services that send out press releases to their media contacts for free. Many are scams, but some are legit. PRWeb.com is probably the king among those that are legit. Still, they send out a lot of crummy releases, so I believe their releases are probably not scanned as carefully by the media as releases from services like PRNewswire.com (one of the most established, but very expensive).
Services like PRWeb also distribute their releases online, so you'll probably get more attention for your magazine from people finding the press release than from actual media coverage, unless you give the media something really great to work with ... and it catches them at just the right time in just the right mood.
Even from services like PRWeb, your release probably won't get much attention if you don't invest something in the distribution. I would recommend a minimum $80 investment in their service. This gives you pretty good visibility and -- if you've developed a good press release -- probably tens of thousands of "page views" of the press release itself.
Keep in mind that you can send a press release directly to your key media outlets -- those that you really want to get into, such as those definitely dealing with your topic or those in your local area (who are most likely to run something about your new business). This doesn't cost you anything more than the time it takes to send them the release. (Research them and make sure you send it in the form they request -- mail, e-mail, fax, etc. ... and to the right person.)
In the past, I wrote a lot of press releases for clients and primarily used PR Web because most didn't have the $$ to invest in the big-name newswires for distribution. These days, I primarily work as a business writing consultant. Depending on the subject matter of your magazine and you have a website you can always link to website, those are free, for example mag is a health magazine, look up health website look for their link page and sign up people can scan a preview of mag and allow for subscribing |

You can hire someone like... ehem me, to write you press releases. They are a great way to get free publicity. Another thing you can do is post the press releases on your website to generate more links to your new magazine. There are a ton of ways to market for free online! |

Try chat rooms and newsgroups related to your magazine. I'm sure you're going to have a website for you magazine too, right? List it with related indexes and things like FeedBurner. |

PR is always free. Research media outlets that would care about a new magazine and draft a pitch letter and news release. Make sure it tells about your new mag and makes it desirable to these mags and hopefully you'll get coverage. |
