First off, if you have no programming skills, this is not the type of website that can be done cheaply. Unless you can find a cheap programmer, you're looking at possibly anywhere from $5,000 (on a very conservative estimate and assuming you find a very cheap programmer) to upwards of $15,000 just to develop the site
1 - First get a great domain name by going to sites such as GoDaddy.com http://www.godaddy.com -- something short, possibly quirky and easy to remember. Get a domain name good for branding (e.g. Flickr, Facebook, etc)
2 - Hire a programmer to do the functionalities your site needs. Your type of site cannot be done by using free tools such as SiteBuilder or any of the free templates. This is something that has to be custom made so posting profiles and other stuff can be done on the fly
3 - Hire a web designer to work side by side with the programmer to give aesthetics to the site
4- Be prepared to get scalable web hosting -- which means you go to a PAID web hosting (not free hosting). Web hosting companies such as Hostway.com offers various plans from the simpliest and low bandwidth requirements to dedicated server.
If you are expecting huge traffic, be prepared to get hosting that you can upgrade easily to accomodate 1,000 to 1,000,000 million visitors. You don't want a situation where your site becomes offline because of bandwidth restrictions. If your site succeeds, you're looking at dedicated server hostings which starts at $99+ per month, up to even more than a $1000 per month.

Well, you have some options. Get a web hosting service or get your own servers. I recommend starting with a web hosting service. As your site grows, they will require you to use a dedicated server & pay a little more. With the service, you leave all the computer maintenance stuff to someone else.
There are lots of web hosts out there for different prices. Bluehost.com is reliable and inexpensive but other people might be able to recommend others. GoDaddy.com is popular too.
You apply for your domain name (address) through the web host, which is the easiest way, or a registrar.
If you don't know anything about web design, you're better to hire someone. There are lots of free web templates & open source programs (which means free also). The web hosting service you choose may have recommendations for both a designer and some templates.
What you have in mind sounds like you will want to talk to someone with a lot of knowledge in design. You have to make sure your site is secure as well as functional.
You can find web designers through Craig's List, colleges, online bulletin boards and such. The person might even be willing to do it for free as a partner or for school credit or something.

But you can get this done at optimum cost by outsourcing your requirement to a programmer on freelance site. You will get your cake at cost effective prices and to your satisfaction.
