If you want to go cheap, why not start a blog to advertise your club? I have three via Google and it's Free. Very easy to follow and understand. And I would be cautious of folks who say that they can help build a website and get you traffic. Many of them will ask you for $ and that's the end of it. You can do it yourself. Check with your internet provider, many of them are currently offering personal web space for their broadband internet customers.
I recently did one using my Verizon email account, they offer templates and customization even if you don't know HTML or any website creation software. It was very easy, and free (up to 10 MB, I think it is) with my email account!
