If you have a program like MS Publisher that would be nice.. However if you do not have a publishing program then use a word document..
Again if you have to use a regular document that you have to type in then I would just start using a blank document and work your way up.
No matter what you put down you can always fix it later before completion.
Now brainstorm time.
I would use a picture , something that is catchy and pleasing. You will need to describe the type of friend that you are looking for. In tern explain why you would make a good friend.
Example ... I am looking for someone who likes playing volleyball as I spend about 25% of my free time playing.
I would use different fonts and sizes to express what you are looking for.
Lastly you do want to get your point across but you do not want to make it too long to the point of loosing the interest of people.

There are several programs you can use to make an ad. There are expensive and complex programs such as Fireworks and Photoshop, but for you it sounds like the best program to use would be Microsoft Word.
Take a look on google images for a few more ideas. You can add in clip art-make sure it doesn't look cheesy. Edit the font size/headings and add in colors that go together-make a color scheme. Make it pleasing to the eye in other words.

The content is what really matters though.
Include the "who, what, when, where, and why." Add in crucial details. Are you going to put a reward on it? ...I'd make the reward you and list some of your good characteristics/the positive outcomes of being your friend.
