Because you haven't asked any real specifics I will list out what you really need to start from "scratch". I will also includes links where possible in the source section.

Next step is to choose your domain name. But as far as the technical up-start costs and maintenance, it's really affordable.

HTML knowledge is required to build a website. It's not that complicated and you can use free software like NVU that has a WYSIWYG interface (What You See Is What You Get).

Otherwise, you can buy a website template for $40 to $200 but it's not very flexible.

Or hire a designer for a lot more money.
