A simple way to do it in in frontpage using Paypal shopping cart - you will need to learn the basics about HTML. But as long as you are willing to do that you should be able to create a simple website on your own.
You will need to buy a domain and hosting package- I suggest godaddy.com - You can shop around but you will NOT find it any cheaper - $8 per yr for the domain and $4 a month for hosting.
From there you can upload your site from frontpage to your website.
Before you do all of that you will need to make sure there is a market for your products. The internet is very vast, the old saying "build it and they will come" does not hold true. Just because you have a website does not mean it will sell product. Getting "qualifed" people to your website is the hardest part, and will take quite alot of work and sometimes a bit of money. Your question is a bit vague, hopefully you already know what product you want to sell, who your market is, and how you will get customers to your site.
I am not a pro at web design, I taught myself what I needed to know to get to the point where I am at now, and I still have alot to learn. But I do think that I have created a decent site to get my company up and running for next to nothing out of pocket. You can check me out at www.thephotobuddy.com. I created that site in frontpage as I described before.

If you have no background in website development I would recommend a Yahoo Store - very easy to implement, you can start selling almost immediately.
If you have a website and are just looking for shopping cart software try ccnow.com - pretty cheap and also easy to implement.

- Quickly create a page that better describes your website. The web editor is super easy to use.
- Add slide shows and photo's using photobucket or just upload your photo's right to your website
- Preview the finished page and send the link to your friends and family
It takes only a few minutes to do but can mean the difference.

Go to ebay.com and become a seller.
You can start selling products immediatley and it takes less than 1 hour to set up your e-store. Its FREE and everyone has one. So start there....
Later you can do the following:
1) Register a domain name - this means that you will have your own www.yourname.com. You can do this at godaddy.com and it costs $9/year.
2) You need to host your domain - this means that you will need a computer/server to store data (i.e. your website) since you most likely dont have your own server, you will lease/host from a service provider - www.godaddy.com. It costs less than $10/month.
3) You will need to get yourself a proper looking website. You can buy templates and then download them onto your computer then save them to your server that you are leasing from godadd or which ever service provider
You can buy templates at cubiqx.com.au for under $60.
Once you buy the template, you can ask the people on the that website to customise sections, add catalogues etc. This price will vary. But can be finished in less than 3 days.
Then your ready to sell as a independant website.
Also, you should already have a merchant account with a bank. To do this, you can either go to paypal.com and use their merchant account - simply means that you can transact over the internet...paypal gets money from your buyers and pays your bank after (intermediary payment gateway).

You have a vast amount of options Packy. If your strengths and passion are in art or design, I start investing time for the long term on a intensive online course in web-design(see box below for .com source) with Dreamweaver 8.
However, if you are anxious to start and carry an acceptable budget for an intial small business investment, I will truly recommend you outsource your "create a website so I can sell" project, in popular online bidding portals.
As last suggestion, it would be great for you and anyone with basic, intermediate or advance knowledge to receive continued education in free Internet marketing forums- this to prevent bad steps being taken and to gain even more knowledge on other people's testing and experiences.
