I think that the proportion of households with TV licences is in excess of 98%. I think you're safe in assuming that practically everybody watches TV at least once in the space of twelve months.
But, of course, they may not be watching commercial TV channels.
There are many other issues you need to consider when comparing the reach of advertising on TV vs. the web. For instance, anyone using the Firefox web browser probably has Adblock enabled, so doesn't see any adverts. I, for example, also use the CustomizeGoogle add-on for Firefox, so I don't see any Google ads either.

I don't - i watch TV for under an hour every day because there's nothing worth watching.It's very very rare that i actually watch more than an hour,last time was probably Christmas 07.My sister watches probably about 2- 3 hours a day.
