I have free hosted sites and pay sites. You can register a site with Yahoo for as low as $2.99 for the first year, but monthly hosting can run $12+/month.
Godaddy is cheap for hosting, $3.99/month.

You have to pay for domain name $25/year (expensive but easy to maintain).
