Go to register.com and you can search available webnames and their cost.
Also freewebs.com lets you build your site for free with an option of registering it then for a monthly or yearly payment.
From my experience i found Mr. Site the best. i am in no way experienced web designer but i have a small business and it helped me build a very professional website.

When you say buy a website do you mean buy an existing website or create a website and then put it online?
if buy existing, then need to contact the website owner.
Their details will usually be on a contact us page or similar.
Failing that use a whois search and find the address details that way.
Websites are sold on the basis of income a year x multiplier.
That multiplier is usually 5, but in these mean times may be 3 or 4.
Some greedy website owners may want 10x so its up to you to negotiate.
