Are there any restrictions on you such as gov grants/loans/scholarships that might be revoked if you make over a certain amount? If not, you can make as much as you like though it might affect you the next time you have to apply for grants/loans/scholarships.

Enought without having the government come down on you for making more than is allowed while receiving grants or other federal subsidies for education. Actually, that goes for any funding source you have access to for college.

unless you are the next youtube or google inventor, then at the max $10,000/yr at some burger joint. If you are lucky and have the time, maybe you can work at a hospital doing some little job and make $18,000/yr of course these figures are at 40/hrs a week.

Depends on what you do. I know some college kids make pretty good money while in school. say... half million dollars every year. You either need to be in business yourself, or find a company who at least doesn't put a cap on your creativity and income. On the other hand, I also know there are many college kids waiting tables, or working in parking lots making minimum income... it all depends on what you do, how much you really want to make, and how much effort you want to commit to put in the job.
