If by this you mean the same thing as "Pay Per Click" (PPC) such as google Adwords this is basically a bidding system.
Google uses a combination of "whoever pays the most gets to be higher" combined with the popularity calculated based on the percentage of displays to clicks. Most other systems are based on a simple bidding without this added element.
