If it's the latter there's a number of sources you can use. If, for example, you wish to look at England's trunk route network then the Highways Agency's site http://www.traffic-england.com/ is your best bet. If you're looking at more specifc roads then the BBC web site is probably more suited to you which you can find at http://www.bbc.co.uk/travelnews/
