I just moved to Lilburn GA... I created a website to advertise music lessons for students in the area...
What is the best way to advertise my website and get my name out? Whether a city website, another website, etc.

That's a specific enough niche that making it to the top of the SERPS for something like "Atlanta music lessons" shouldn't be too difficult.
If I were you, I'd hire an SEO firm (or dig in and start learning yourself, if you're inclined to do so). Optimize the website with local key phrases. This requires an initial investment (of learning time or money), but once you rank well in search engines all that traffic doesn't cost you extra, so get started on trying to rank now.
You might also look for sites that allow you to list your music business, for instance a site like http://www.privatelessons.com. You can also advertise for free on http://www.craigslist.org. We did that early on with our business, and we got some customers that way.
Before you add listings, though, take some time to consider your marketing message. Having a listing isn't enough, you've got to entice people.
Consider advertising in local weekly magazines (Creative Loafing for the Atlanta area).
Google AdWords is another option. There are plenty of online guides that will explain how to add a listing here. Try the official site first: http://www.google.com/adwords/learningcenter/

There are a lot of ways that websites of any kind can be advertised. The important thing to keep in mind is who your target audience is and how you can best reach them.
Traditionally, there are some easy and relatively cost effective ways to get your good name out there. Google ads and Facebook both have pretty good platforms for keyword advertising and Google has some very easy to use analytic tools as well.
If you want to try something a little out of the box, I would suggest looking into Social Media Marketing. There are a lot of firms that can help you with this, and since it's something new you can enjoy some pretty cost effective results. The best firm that I have seen is http://socialmediasquad.com/. They know the in's and out's and are easy to work with.
