There are two basic types of SEO. What you do on your website and what you do off your website. What you do on your website is optimizing each page for a particular keyword phase. Pick a keyword phrase, not too competitive, that is relevant to the topic of your web page and use it in your title, your meta tag description and a couple of times in the text on the page.

The main SEO you do off your website is getting links to your website. These can come from submitting your website to directories, exchanging links with other website owners, making posts on social networking sites, such as Squidoo, posting at forums and on blogs, etc.

A non-Flash-based website which relies on hard text,
is far easier to be indexed by search robots. Limit
the use of stylized text saved as .gifs since as a
graphic, they are not indexable by search robots.

Avoid use of frames since any number of search robots
are unable to properly classify textual material.

Placement of Metatags:

A ranking or search order does take place with Google
and Yahoo and it begins with the "Title" metag which
should consist of no more than 65 characters separated
by commas. The "Title" should describe in generic
terms, the goods and services, followed by a location
from which the resource is located, i.e., city, state.
The placement of a domain name which is not generic
within the "Title" is not appropriate, unless your
domain name is a major recognizable brand name.

The second metatag is the "Description" which is
usually 41 words to form a complete sentence which
best describes one's goods and services.

And the very last category - "Keywords" are also
somewhat limited to 15-16 words which can be plural
and compound in nature. Again, avoid multiple entries
which could be mistaken as "spamdexed entries" which
is defined as the loading, and submission of
repetitive words into a particular metatag category.
"Spamdexing" when discovered on a webpage and reported
to Google's spamreport.com can result in the
elimination of your website from their search
directory.

The previous answer is correct, but SEO gets much more complicated. Another aspect is making pages readable or "friendly" to the search engines. This means using CSS to cut down on mark-up and keep the actual content towards the top of the page. Also, keep things like Javascript to a minimum, not too many affiliate links, don't use frames, and use mod rewrite for dynamic sites. Of course there's still more to learn. I've been doing SEO for several years. There is much detail to optimizing a website effectively, however, you really only need to optimize for Google. Sadly, Yahoo and MSN are not as effective in search as Google has become and the real traffic numbers to the sites I see show almost no referrers from MSN, a very small percentage from Yahoo and upwards of 95% search traffic from Google alone.

That being said, it really only takes two things to rank in Google. Content and Links. A tremendous amount of content on a site will out rank a site with a large amount of links but a tremendous amount of inbound links will out rank almost every site with fewer links.

So, when you want to rank your site. Check your competitors inbound links for your chosen keywords using Yahoo Site Explorer ( https://siteexplorer.search.yahoo.com/mysites ) and start building your incoming links. NOT reciprocal links.

The next most important element to your rankings is your Title tag for each page. The title tag should contain the keyword(s) you are ranking for and the anchor text in the links to that page should also contain many variations of your keywords as well.

That will rank you for almost anything that is not extremely competitive. The number of inbound links will reveal the comtetitiveness of any search phrase.
