The page rank is directly dependant on the number of quality backlinks.
Or you can say
PR <==> Q.B.L
Where PR = page rank
Q.B.L = Quality Back links
If you are successful in getting some quality backlinks, you will be boosted to PR4.
For backlinks check that they are coming from high PR site. If you can get 8 PR6 links, you will be jumped to PR4. But always see that your backlinks must not be "no-follow" links. The links with "no-follow" tag dont contribute for your page rank.
The text of your back link should be your keywords. This is another characteristic of quality back link.
Search for "Forums+blogs+your keywords"
And select Do-follow blogs/forums and participate.
