You could try GDI Global Domains International. They will register your domain name, provide you with a site builder and give you premium hosting for just $10 per month and you get charged by the month.
They have a members forum which helps people with ways to promote. Also they use the .ws extention so you are more likely to get the domain name that you want rather than with .com. I'm in the process of building a site through them and got the name I wanted.
