With the lack of information provided, I'll try my best.
I would definately start with having a website (if you are not internet based already).
I'm sure you know that word of mouth is the best form of advertising, so I would get business cards, flyers, etc. (for low budget).
If you business is based online I would start up an Adwords Campaign, and read up on how to start an effective campaign.
