Since you will be making a city guide website, the best way to do it is by geo-targetting. Some basic assumptions:

1. City guide is for locals.
2. City guide is also for tourists.

How:

1. If you haven't registered a domain name/URL yet, try registering a domain name with your city name in it.

Ex.
Miamicityguide.com
Localdallasguide.com
guidetolondon.com

this not only makes it easier for your customers to remember your website address, it also makes it easier for your site to rank well in search engines.

Moreover, you'll also get type in traffic (people who type in their search queries directly into their browsers) if your domain name is generic.

2. Have a lot of good local content in your site.

Lots of content in your site increases its relevance and thus your site's search engine ranking. Make sure that you optimize the keywords in your content though to make it easier for spiders to index your pages.

People generally type in geo-targetted search phrases when searching for city guides.

Ex:

Best restaurants in chicago
cheapest hotel rates in Michigan
car rental companies in Seattle

(you can look at Google keyword tool for keywords and average number of searches that people type in when looking for info on your city)

By having lots of content relevant to people looking for information on a specific city, not only does it tell search engines that your site is the best authority to deliver the required info, it also encourages return traffic and referrals for your site.

3. Advertising through social networks

Myspace: social networking sites like myspace or others are a good place to start. Why? most internet surfers have accounts on it and you can do a specific search about people living in your area (if you target locals). You can advertise your site by sending them pm's with your site link in it.

Forums: You can also look for forum posts with queries about your city and participate by doing your best to answer the queries. You can post your website link in your answers too.

4. Register your site in online directories and yellow pages. This are also sites that travelers as well as locals frequent when looking for specific businesses.

These are also great sources for backlinks to your site. Which will help your site's search engine rankings.

5. Post articles in article directories.

You benefit from the massive traffic of these sites and your content will have a better chance of achieving high search engine rankings. Moreover, you can also place a link in your resource box here linking to your site (backlinks to improve rankings)

6. Partner with other sites local to your city

You can also trade links with other sites local to your city. The local newspaper's website for example or the local university. Other great partners for linking are also bloggers blogging about your particular city.

7. PPC

Although Google PPC when it comes to local targeting can be a bit off (location of searcher is sometimes interpreted wrongly by Google because of proxy servers in other locations). I don't know how good Yahoo is on local advertising PPC.

One thing you can try though is Marchex's Adhere PPC. Adhere's foundation is local advertising (check out the Openlist portal). They own a lot of geodomains (100,000+) of cities all over US and thus attracts a lot of geo-targetted traffic. You might find better conversions for your PPC here.

The more you advertise it locally the more well known the site will become.
